• If you want to buy it unlocked, you will have to purchase directly from google or maybe BestBuy has that option too. If you want to buy it without a contract, you can do that through BestBuy or any vendor. Even Verizon's website allows you to purchase the phone without a contract.

• Your best option is probably to buy the phone directly from Google. The phone will come unlocked and will work as advertised with VZW and Project FI (meaning it should work well with Sprint and TMo).
