• No the hero 4 is not weather proof without its case. The hero 5 is wrathet proof as is.

• No, the Karma will not protect a Hero 4. It's a lot like using the frame housing. The cameras front and back are exposed to the elements. The Karma itself is not waterproof. Small amounts of moisture are fine, heavy rain or submerging will destroy it.
