No charger, just comes with USB C cable that plugs in any standard usb wall charger The app is free to use for basic editing Or $9.99 per year to unlock the full version (It’s normally $19.99/yr but was on special price in Jan-feb 2022 when I purchased)

It’s also free to use, unless you want to use the app for editing video and photos. In which case you have upgrade the GoPro account you created after downloading the app.
