Yes it's self propelled.  Not sure about the deck height.  And it can be used without the bagging attachment.  It mulches, has a side exhaust, or you can bag.

It is self propelled with an option to control the speed. There are five levels of height adjustment. It comes with a mulch plug so you don’t have to use the bagging attachment.
