“Can you plug-in earbuds into the mini? So let’s just say, hypothetically, say my kids each have it on in their rooms and want to listen to different music. Could they use earbuds so they don’t try to drown each other out?”

I do not believe this option is available, as the mini speaker is simple a receiver and does not send out a signal for the ear buds to pick up.

No you can not. You can only pair one bluetooth device at a time.

If you have bluetooth headphones just pair it as a Bluetooth External speaker for the Google mini
