I used the normal Google home in Laos also, just a few features weren't available, like some songs and small things. I would say yes it works.

Sorry, there was a problem. Please try again later.I registered it with my google account. So if you register it through your google account and you have WiFi connection I don't see why you would need to worry about registering it out side of the US.
