“Can this be used if the phone the main account is tied to is not at home? IE: Could my wife ask it to play music from Google Play if I'm not there? I'm not asking about family accounts but if this will remember my account if my phone isn't around?”

Yes. This will remember you account when you and your phone are away. Keep in mind, at launch, Google Home can only remember one account and will play content from the one account.

Anyone can talk to it at anytime .However if asked what is my name it will respond with the account holders name as a answer. My wife asks for music all the time while I am not in range and it works great

And anyone that can talk to it and give it the proper commands, "Hey Google, play playlist XXX from Google Music" can listen to your music from Google Play Music. Doesn't matter if your phone is around or not.
