“To clarify question, is this heater designed to allow you to set the thermostat when you choose the LOW setting? Most digital heaters,like those from another manufacturer Lxxxx, say in their manual "the thermostat can only be used with the HIGH setting" .”

The heater needs to be on high to use the thermostat. I think it is because you have a wide range of temps available. Set it on high, the adjust the thermostat at any temp from low to high. Works great
