“Why is there water in the base of the tank. Whenever I have to change the water in the tank. I notice there is more water in the base which is quite difficult to get rid of as I have to use a piece of cloth to absorb all the water in several attempts”

Why would you need to dry the tray? That's where the water from the tank goes to fill the heater inside the unit to produce the vapor. That's meant to happen. You don't need to dry the inside of it.
