HP sells them because there's a market for them with people who have basic computer needs and would like a computer with extra security. Plus, if you choose, it's quick, easy, and free to change the computer into Windows 10 Home. The reason that expandable RAM and SSD drive sizes are not included is that it's actually a small percentage of people who buy a laptop and then expand the RAM
