• This is a question best meant for placing directly to Best Buy. There are also programs like LapLink PCmover that you can purchase that will do it.

• How much effort? Or how much money? Either way this is probably a good question for the Best Buy Geek squad. My two cents would be, if you have a SSD HD in your previous computer the transfer would take very little time and no significant effort to accomplish.
