Thank you for the question. New computers are presented with the latest operating system - in this case, Windows 10. If you have a downloadable version of Windows 7,you can install it on a computer running Windows 10 (overwrite). See how here: https://www.howtogeek.com/220723/how-to-uninstall-windows-10-and-downgrade-to-windows-7-or-8.1/ That being said, in the quest to keep laptops light, optical drives (DVD/CD drives) are increasingly not being added to the hardware. You can overcome this by using an external disk drive.
