To shut down your pc or laptop providing its windows OS, hold down ALT and press F4 this will help resolve your issues. Alternatively, hold down CTRL and ALT and press the DEL key to pull up task manager from there you can close apps that are showing to be “not responding”. This will free up valuable memory and once a non responding app is shut down it should also release the memory dump that’s clashing with another USB device with either keyboard or mouse, Microsoft should help customers more with such things, none of their OS isn’t as stable as they claim dating back to windows 2.3 back in the day where it ran on single core processors.
