Most laptops now a days are built with bluetooth capability to connect a wireless mouse and keyboard. If you are using a usb connected mouse and keyboard, as long as the laptop/desktop has enough usb ports to connect them. If you find that a laptop does not have enough ports, you can always purchase a docking station that provides multiple ports for multiple devices including adding an external second or third monitor.

Yes, you can connect an external mouse and keyboard (wired or wireless) if you prefer that to a laptop's integrated track pad/keyboards. HP Desktop computers include a mouse and keyboard, and are wired or wireless depending on the computer model/bundle.
