Yes, you may use the hotspot from a cell phone. You will be using the phones hotspot as a WiFi. Just turn on the WiFi on the laptop, look for the specific hotspot, enter the hotspot password and then connect. For the password, look on your phone setting under Portable Hotspot or Tethering. While you use your phone as a hotspot remember to turn off the phone's Wi-Fi.
