“Can the HP Chromebook x360 14-da0011dx be charged with any power source via USB-C? It came with it's own USB-C power cord, but can I use a regular USB-C cable & plug that in to any USB wall adapter? I haven't been able to find a definite answer to this.”

No, you can't use a USB-C cable such as one you would use for charging an Android phone. It requires the complete adapter to charge.
