The touch screen can be used with a capacitive (passive) stylus, but the screen is not pressure-sensitive, so it does not work with an active stylus like the Apple Pencil. Although it folds over to look like a tablet, it doesn't really function like one, since it lacks a pressure-sensitive touch screen. It doesn't have the level of precision or detail you have on an iPad Pro, for example. Taking notes on this HP Chromebook x360 would be more like taking notes with a paintbrush than with a pen.
