Over time ChromeOS is expanding what and how it works with other software, though that software will still need to either be designed for ChromeOS or be available on the Android PlayStore. There will be many kinds of video editing software that are compatible, which is best discovered by doing a simple web search for "Chromebook video editing software" or "ChromeOS video editing software". The list will be expanding regularly, and you will want to get a higher end model for best results. By that I mean at least 8GB of RAM and the faster i-3 processor, in the case of this Chromebase.
