• No. Wi-fi is needed to link computer &/or smartphone with HP printer. An alternative is to use usb cable to HP printer with computer & Ethernet cable from router/modem to your computer, but you said your mom doesn’t even have a computer.

• Yes, you can set it up as a copier only. It will not connect for Instant Ink without Wifi, and while you could connect with your devices later if you wish, no devices will be connected to the printer as it will be set up.
