To print from a phone or tablet, do I need Wi-Fi? null

That is certainly the easiest way to do it. If that's not practical for whatever reason, the printer has a function called WiFi Direct, that creates a printing only wireless network. You could connect your phone or tablet to that and then print using the free HP Smart app.
