You would be able to update to Windows 11 Home as soon as you got the device. If you have any concerns about doing so, you can check the system requirements from Microsoft website for Windows 11. The Intel Core i7-9700 is listed among the approved processors and this more than meets the 4GB RAM requirement as well the 64GB of Storage Requirement. Windows 11 Home is free to upgrade to and can be found on the update portion of Windows 10.
