“I understand that you can SEND FAXes from this printer, can you receive them? If so, does it need a dedicated cell phone? Or, does the app recognize a FAX on a regular cellphone and switch it automatically?”

This printer does not have built in fax. Using the HP smart app, you can send mobile faxes. You cannot receive faxes.
