“Will the ink in the toner cartridge dry up if not used? I use my printer only a few times a year and don't want to waste too much ink from drying out like my current color printer.”

Because this is a laser printer, it doesn't use a liquid ink-it uses a powdered toner. Therefore there's nothing in it to dry up. In fact, under "normal" environmental conditions (basically, anything close to comfortable for you) the toner should last many years.
