The OfficeJet 3830 and most other HP printers, do not need a connection to the internet in order to print from a cell phone or tablet.  You can print directly with wifi direct where you connect your phone directly to the local wifi generated by the printer.

The HP Smart app is available for IOS and Android devices (phones and tablets) and Windows 10 computers where you can print to the printer from anywhere.  With the HP Smart app you can print, and scan & copy using the phones camera.  To print from anywhere you would of course need an internet connection.

Yes. Cell phone and the printer must be on same WiFi.
