The OfficeJet 3830 can print photos but for a better photo experience I would recommend the HP Envy Photo 7855. It has faxing capabilities just like this OfficeJet but it has a Photo Pigment black which makes for beautiful photos. I would also check out the HP Instant Ink program. With HP Instant Ink you pay based on how many pages you print each month no matter how much ink you used. Plans start as little as 50 pages (can be full color photos or a black text document) a month for $2.99 and go up to 300 pages for $9.99. When your ink runs low the printer notifies HP who sends you more ink. You don't pay for the ink or shipping, everything is included in your monthly plan. Thank you for your question!
