“Just to be sure. I do not need the smart app. I can plug the printer to my laptop follow the prompts and it will work. All I want to do is print, copy, and scan from my windows 7 laptop.”

I would think so. I already had HP Smart on my old printer and was happy it auto setup and has many new features. I have win 10 so I don't know about win 7. Check HP Support web site for possible answer. Good luck.

The free Smart App contains the software for the OfficeJet Pro 8135e, However, you can download the software from HP, for Windows 10 or 11. Note that Windows 7 is no longer supported by Microsoft. Note that Wi-Fi is required to take advantage of the free Instant Ink offer and ongoing subscription, and features such as Print from Anywhere.
