You are not going to get 60 fps at 4k. You would need a desktop 2070 super or higher to get that for today's triple A games. The problem with laptops is that the gpu wattage is pretty much cut in half from what is in the desktop variant. That means that the 2070 in this laptop would more likely compare to the 2060 in desktops.

Whether a game runs at 60 fps is going to depend on the exact game and the settings, but the laptop is certainly capable of running 4k at 60fps.
