• The monitor has an HDMI 2.0 input, and according to the Mac Mini specs, it has an HDMI 2.0 output, so you'll be able to connect them directly.

• Yes you can however the mac mini only supplies a HMDI input. To take full advantage of the 165hz you will need a display port. The monitor also has a USB-B port that you can connect to a computer to utilize the two USB-A input on the back. For the Mac Mini, I wouldn't recommend it with this monitor unfortunately as you won't get the best out of it with your current setup.
