Because 2 GHz is the "base frequency" of the processor-the speed it runs when it's not doing any heavy work. Think about the base frequency as being like the idle speed of a car engine. As the workload on the computer increases, the processor speeds itself up, all the way up to a maximum of 4.5 GHz.

However it is important to note this is an eight core processor not four core. Meaning it has eight individual processing units. Processors with more cores typically have a lower base frequency in order to keep overall energy usage down and to reduce chip temperature. In turbo mode, this runs at 4.5 GHz which with eight (hyper threaded) cores running simultaneously on say a heavy duty multi tab browsing session is going to kick some serious behind.
