Two primary reasons: First, it has a standard platter drive - much slower than an SSD. Second: Any off the shelf Windows PC will be bogged down with a slew of utterly useless apps installed at the factory. It's a solid machine overall - you happily turn down the optional 'optimization' offered by the Geeks, wipe the factory install of Windows, replace it with a clean install and everything else is cream cheese.
