It’s a budget laptop. If you want a better camera, I’d advise buying a separate webcam with better specs or getting a better laptop with a built in camera. Lol.

I know the laptop ships with a small piece of plastic film on the camera lens to protect it during manufacture and shipping, so if you haven't removed that, that will probably solve your problem. If it doesn't, then you'll want to contact the HP support team so they can troubleshoot the issue.
