“On HP's website, the ap0038nr is 1080p. Is it the same model or different? This one would be UHD and the one there 1080p? Also, if I buy a HP Spectre x360 gem cut design late 2018 that is 1080p, will I be able to play 4K videos on my bigger screen?”

This is the 13-ap0023dx, not the ap0038nr. They are not the same computer. This one is 3840 x 2160 (4K or UHD). If you want to play 4K videos, you need a computer that supports 4K like this one.
