Does it include a power cord plug?

Assuming that you are asking about an NPU and high-performance CPU and GPU to run AI tasks locally: 1. There is no mention of an NPU in the listing. 2. The CPU is good, but certainly not what one would describe as high-performance. 3. The GPU is integrated into the MOBO, so while better than average, it is also not considered as high-performance.
