“Will this HP output 2160p HDR 60hz? Desktop is doing it with an RTX 2060. Cables, AVR and TV work. I've returned an ACER with Iris Xe GPU and HDMI 2.1 because it was used, and it can't go past 30hz. If RTX 2050 can't then what RTX or GTX can? Thanks”

Yes, it certainly can drive an external monitor at 2160 HDR and 60Hz if you use the USB-C port to connect
