• No you can't do either, but you can download remote play on your PC and play PS4 through your PC. and for Xbox One you can just connect an HDMI cable from your PC to your Xbox and use One Guide to play PC on your Xbox One.

• 360 and PS4 games only work in the systems they were meant to be played in. You'll have to purchase PC versions the games you want to play on the computer.

• Xbox and playstation games don't work on pc. Completely separate platform.
