“Should the front fan always be spinning, the fan at the very front of the case underwater? I am not sure how to tell if the water cooling is working or not.”

yes the flow sensor in the front should be spinning, if not you may need to contact tech support.. or take off side and make sure all the connections are tight. i added some fans to mine and i guess i had accidently unplugged cable.. its a molex type looking cable.
