Hello, Bottlenecking means when a certain part of the PC is limiting one or more of the other parts from performing to their full potential. For example, if you use a really old CPU and have a new GPU in a PC, the GPU will bottleneck because the CPU cannot keep up with it. The parts in this PC should not be bottlenecking each other. Bottlenecking will not damage your PC, it will just prevent it from operating at full performance.
