Does the PC come with a remote for the RGB lights? null

No it does not. The lights in the case are run by the MSI center, preloaded on the PC. It's under the Mystic Lights settings as a add-on to the MSI Center that can be downloaded from said MSI center, but once you do there are multiple settings you can try. keyboard has instructions on how to change the lights and modes on the back of it. for the mouse.....i somehow got it to change to the setting i wanted and don't remember how to do it, but i'm sure the interwebs has the way to change the mouse color out there somewhere.
