“Had the PC about two weeks. Of the three 'lit up' fans in the case the top one near the front has started slowing down and even stopping occasionally. Is it supposed to do that, or do I need to take it in for service already?”

I recommend you take it in for service. I’ve had my Y60 for about 4 weeks and all the fans are operating the same as day one. No slow downs or intermittent stopping. Although, with the above said there are software settings that can affect how the fans work. If you are not sure it may be best to take it in for service.
