“Does this system come with liquid cooling already full upon purchase? And, if so, can you refill it with water to cool it thereafter when replacing the liquid?”

Hello there! The liquid coolers we provide don't require maintenance for quite a few years. Everything is filled and readied beforehand. The liquid coolers also do not just normal water for replacements.
