I'm not sure about disabling the ID touch on the keyboard. I suggest you call Apple directly and ask. There is a military discount. Go to the Apple website and scroll to the bottom, look for 'military discount' or through the site map. A link to info should be listed there. As a last resort, call Apple and they can take care of military discount.
