“Does it work on Samsung note 9 with outer box on the phone”

• It should. I have a Galaxy S9 encased in an Otterbox Defender Pro and another S9 in an Otterbox Symmetry. Both phones charge just fine with the insignia charger. In fact the packaging states the it "Works with Samsung".
