Yes. This has a gps sensor chip built in and does not need wifi to function as a gps. You will need to download area maps to this device though. The full USA map is around 4.5GB or so. If u have a usb tybe c car charger thing, you would be able to charge as you go. This device is big and heavy so don't try to put it on your car dashboard while you drive.

It can get me approximate location based on my WiFi (thanks Google), but I doubt it will work beyond that. That said, you can get a good USB charger for your car and plug this into it. Try to find one that is at least 2.4A 5V and it should be just fine.
