Can the strips be cut and powered separately? null

Sorry no way to use the cut off portion.

No. Insignia does make a 4ft version of this though.

You don't need to cut them since they separate every few inches you can make it any size you want within an inch or two. Have them under my desk running 24/7 for over 6 months and never had an issue. I don't change colors ever other than when I first set it up just to test it out.
