“I have the insignia NS-SBAR21F20 2.1 channel sound bar hooked up to my Panasonic tv through optical cable. No sound is coming through sound bar and the green light (digital optical) is blinking. Anyone know why it’s doing that?”

It could be that in the setting of your T.v the Digital Audio output is not set to PCM.
