“On the 24" Insignia Fire TV (NS-DF310NA19), I can find no way to use the USB Port. I can place a USB drive in it, but can find no way to access it. Can somebody help?”

Yes. From the "Home" screen go to "Settings", "Inputs", and choose the appropriate input - In your case "USB"
