You can stream Movies and TV Shows using Wi-Fi only.

You need and internet WiFi connection but no cable content service. They are two separate services. WiFi is the connection to device for download and upload content. Cable provides the content the set top box or spectrum app. With the wifi, you can watch you favorite tv app with no cable, except WiFi.

Yes, this tv can be used without cable. You would need to use streaming services for content. If you have internet service from spectrum/charter for you broadband, you can enable content apps thru the tv app settings and authenticate you a broadband subscriber.
