Thunderbolt 4 is downward compatible as long as you have USB-C style USB-3/TBT-3 ports. Speed and power transfer capacity is less for TBT3. Supposedly Thurderbolt 4 cable will do Thunderbolt 3. I had a thunderbolt 3 device that worked with this. Thunderbolt 3 is just slower than Thunderbolt 4. it's the same connector, basically USB-c.
