I was wrong, it does work! It might sound unintuitive: But for some reason using the POWER port on the Huion(the NON all-in-one USBC port) does actually work between an android phone and the tablet. I tried it one day out of curiosity and it actually worked. I've used it on an LG-Velvet with Android 10 and Android 11.

I shaved mine down to fit my Huion Kamvas 13, luckily these cables are shielded with a metal box underneath the rubber so there's no worry about accidentally cutting a wire. I made sure the cable still worked as a 10Gb 3.1 Gen2 cable, and then I tried it. It doesn't do anything. I have to assume Huion's 3-in-1 port isn't a proper USBC
