“PLEASE HELP! How do I stop this TV from randomly blaring the Emergency Broadcast System Tones in the middle of the night, while the TV is powered off and not connected to a cable provider? This does not happen on any other device in the house.”

I would suggest using an inexpensive power strip with an on off switch which will physically disconnect the power
